Multinational corporations have many ways to legally shift income so as to be taxed in the lowest rate environment. Nations don't want corporations to shift income to minimize taxes. Laws won't do it all, especially for the larger and more sophisticated companies.. One way is to have a tax rate that doesn't incentivize income transfer. In other words, a tax rate that compares favorably with other countries.

Conclusion

Globalization brings both costs and benefits. One of the costs is that it reduces the ability of a country to tax income earned by multinational corporations that can shift production between countries in order to lower their tax bills. As a consequence, governments around the world have been examining ways to deter such profit-shifting.

One way to deter profit-shifting is to reduce international differences in corporate tax rates. This is a large part of the rationale for the corporate tax reduction embodied in the House GOP and administration tax reform plans. The House GOP plan for border adjustments goes further and would systematically eliminate most forms of corporate tax evasion (especially corporate inversions). If passed, corporate tax reform would likely benefit the U.S. as it would stabilize the tax base; and it may also encourage other countries to introduce similar measures in their own tax codes.

Nonetheless, it is true that the U.S. is a relatively low-tax nation. Notwithstanding the high tax burden on corporate income, the overall tax rate on capital income is low. And we find that the House GOP plan would reduce the overall tax burden on capital income further below that of Germany. If the U.S. Congress does not pass corporate tax reform, other alternatives for deterring profit-shifting will need to be explored. These might include the possibility of ending the corporate tax deductibility of interest and license fee payments (both are major tax evasion vehicles), which has been discussed in both the U.S. and Germany in the past."

I encourage you to read the entire tax discussion. You'll note that the German consumption tax (value added and sales tax) is much higher than the US.

The US tax rate is less than 30% of GDP, Germany is under 40%. Quite a difference.

For 2015, the US Income Tax is about 63% of tax revenues, Germany is about 51%. US consumption tax is about 22% vs Germany 45% and property tax is US 13% of total tax revenues and Germany 4%.

German corporate tax is about 3% of total tax revenue, US is 9%. Is there any wonder a company would rather be taxed in Germany than the US?

"Although the tax burden on total capital income is lower in the U.S. than in Germany, we are especially interested in taxes on corporate income as this form of capital income is easier to shift between tax jurisdictions. We plot corporate tax revenue as a fraction of corporate income for both countries in figure 6. We see that the overall tax burden on U.S. corporations was just under 20% in 2015, compared with less than 15% in Germany, even after including municipal trade taxes on corporations; that is, the tax burden on corporations in the U.S. is one-third higher than in Germany. "

Dumb question on farmer owned carryover

So, last I heard farmers owned 40% of the carryover, trucks have been running since then. But, say a farmer was "capturing the carry" and had corn in his bin that he contracted to deliver in July, August and September, now would USDA figure that as "in farmer`s hands"? I don`t know, but would think that until he delivers and fills the contracts, it would be still considered "farmer owned".

What I`m getting at is the gurus say that "the market can`t rally until farmers sell....and they have to make room for fall, so we know it`s coming to town". Well, maybe it`s already mostly spoken for.

Grains were lower on potential rain in the northern Plains while beans were higher overnight on signs of demand. The USDA on Friday announced a big sale of beans to China and the dollar hit the lowest level in nine months, which boosts purchasing power for overseas buyers. Corn was down about a penny, wheat lost 1-3 cents and soybeans were up about 3 cents. It looks like everything is going to turn higher after the open, however, as all three have almost erased their overnight losses. In weather news, it looks like there's a possibility each day this week that much of central North Dakota may get some rain. While that would help crops, weeks of hot, dry weather has taken its toll on spring wheat, corn and soybeans in the state. It's going to be extremely hot this week in much of the northern half of Missouri along with parts of Kansas and Illinois. Good morning.

Overnight and over the weekend grains are easier but still hanging tough. The corn market is lower by 4, beans lower by 5 and wheat lower by 5.

The dollar is a bit higher but still weak after last weeks poor economic performance and trades at 95.23 up .08.

The 10 year yield staying put after Friday's rally in bonds and break in yields as it holds at 2.31%.

The crude oil market is quiet at $46.54 which is sharply unchanged. The gold market is quiet too at $1229.89 up $1.19

Stocks will open slightly lower this morning with the S&P future down almost 1 point and the Dow future down 2 points.

Today we get Empire Manufacturing and the endless blather out of Washington as to whether or not we get anything done in Congress. Ugh.

As world leaders, namely in the European Union, attack President Trump for pulling out of the Paris Climate Agreement which would have saddled Americans with billions upon billions of dollars in debt and economic losses, a new bombshell report that analyzed Global Average Surface Temperature (GAST) data produced by NASA, the NOAA and HADLEY proves the President was right on target with his refusal to be a part of the new initiative.

According to the report, which has been peer reviewed by administrators, scientists and researchers from the U.S. Environmental Protection Agency (EPA), The Massachusetts Institute of Technology (M.I.T.), and several of America’s leading universities, the data is completely bunk:

In this research report, the most important surface data adjustment issues are identified and past changes in the previously reported historical data are quantified. It was found that each new version of GAST has nearly always exhibited a steeper warming linear trend over its entire history. And, it was nearly always accomplished by systematically removing the previously existing cyclical temperature pattern. This was true for all three entities providing GAST data measurement, NOAA, NASA and Hadley CRU.

As a result, this research sought to validate the current estimates of GAST using the best available relevant data. This included the best documented and understood data sets from the U.S. and elsewhere as well as global data from satellites that provide far more extensive global coverage and are not contaminated by bad siting and urbanization impacts. Satellite data integrity also benefits from having cross checks with Balloon data.

The conclusive findings of this research are that the three GAST data sets are not a valid representation of reality. In fact, the magnitude of their historical data adjustments, that removed their cyclical temperature patterns, are totally inconsistent with published and credible U.S. and other temperature data. Thus, it is impossible to conclude from the three published GAST data sets that recent years have been the warmest ever –despite current claims of record setting warming.

Finally, since GAST data set validity is a necessary condition for EPA’s GHG/CO2 Endangerment Finding, it too is invalidated by these research findings. (Full Abstract Report)

Of course, this won’t stop global climate normalcy deniers from saying it’s all one big conspiracy to destroy the earth. They’ll naturally argue that data adjustments to the temperatures need to be made for a variety of reasons, which is something the report doesn’t dispute. What it does show, however, is that these “adjustments” always prove to be to the upside. Always warmer, never cooler:

While the notion that some “adjustments” to historical data might need to be made is not challenged, logically it would be expected that such historical temperature data adjustments would sometimes raise these temperatures, and sometimes lower them. This situation would mean that the impact of such adjustments on the temperature trend line slope is uncertain. However, each new version of GAST has nearly always exhibited a steeper warming linear trend over its entire history.

In short: The evidence has been falsified.

In an initial statement to The New York Times, the younger Mr. Trump said Ms. Veselnitskaya primarily discussed a ban on American families seeking to adopt Russian children imposed by Mr. Putin as retaliation for American sanctions on Russians suspected of human rights abuses.

Donald Trump Jr. later acknowledged that he had agreed to the meeting because he believed Ms. Veselnitskaya would provide the campaign with incriminating information about Mrs. Clinton. Only after an inquiry by The Times prompted him to release his emails did it become clear that he had been told that the information was coming from the Russian government.

Ms. Veselnitskaya, for her part, has maintained that nothing about the campaign was discussed, and she said she provided no incriminating information about Mrs. Clinton.

A hacker calling himself Guccifer 2.0 posted opposition research and donor documents stolen from the Democratic National Committee. A cybersecurity firm that investigated the breach concluded that Russia was behind it. “Too bad the D.N.C. doesn’t hack Crooked Hillary’s 33,000 missing emails,” Mr. Trump, the candidate, said in a statement.
