Cover Crop Fertilizer

I'm planting a mixture of oats, forage peas and tillage radishes as a cover crop probably in a little over a month from now.  I'm getting all my fertilizer orders in place for spring crops as well as winter wheat top dressing.  It is my understanding covers don't require any starter fertilizer, am I correct in believing this?  Never used covers before, so it's new to me.  Not going wild, just trying them on one field where moisture is usually available.  I'm wanting to start a small cow herd so if I can get a little hay from it that is just icing on the cake so to speak.

 

The real test will be following wheat harvest.  I am going to use covers on 1/2 of my wheat stubble acres that will be laying idle the rest of the year and reseeded to milo in the spring of 2014.  I've been told covers preserve moisture that would otherwise be lost to evaporation, I'm a little skeptical, that's why only 1/2 the acres.
