1)Go to your county agent, and see if they have any info on it. I can't remember off the top of my head, which it is, but if you bale too wet, the mold on oats can be toxic, so it might not be a bad idea to look into it, just to be safe (unlike mustly alafalfa bales, which are just unpalatable).
2) We have never put up wheat hay, except behind a combine, but we have done plenty of oat hay, of all kinds. The best quality, for cattle feed, is when you cut it in the soft dough stage. I don't know if you will be able to wait that long, or not.
3) growing wheat, can be grazed directly by cattle, with proper managemnet. Would that be an option? Just something to consider.
