Federal Crop Insurance in Africa

I met with my Federal Crop Insurance Agent yesterday, and we were discussing exploiting the Jordan acquifer here in Iowa. He showed me a document on a 105,000 dairy operation in Saudi Arabia, then the topic turned to Africa.
He told me that RMA or USDA would now insure crops being raised for seed in Africa because of a need to improve seed availablity in Africa. From the gist of the conversation as I understood it the program is an agreement between the African Country he was talking about (I do not know which one) and the United States Government because they want to improve agriculture in Africa.
I have attempted to google the info, but have found nothing. Ummmm . . . has anyone heard about this? John
