This is actually one of the 'bonus' games in Stack the States.  Our 6 year old, does the 'stacking' where you answer the questions about the States, as well as this game, too.  However, our 4 year old, can't read, at least not well enough to answer the questions, but she can put the States on the map.  I think the bonus game is called 'place the States'. 
What blew me away, is how she taught herself, where the States go, with the app.   In maybe an hour after first trying, and only getting 2 or 3 States, she had the map filled with all 50.
