School Homework

Maybe some of you are dealing with homework. The trend here now is to give homework assingments but never grade it. The student does not know if it was correct or (I saw in the paper that some schools are giving out more project type assigments that the student is likely to use after school.) The students grade is strictly based on tests.
I know that some kids do not do well on tests even though they may know the answers but freeze up at test time. Is this trend due to the teacher not wanting to grade the homework? Or is this accepted through out schools. One elementary gives projects to be completed just like the computer/group based high school program. But grades are not given to the younger students. Any thoughts?
