It is clear, the author knows nothing about Australia in respect to its own currency. Furthermore, if that is what he is basing the story on, he knows nothing about currency floating. Also, GWB requested to Chinese to float their currency, 3 times I think, in an attempt to make them more competetive. There must have been something about the communist system that attracted him.
