... about luring migrants in Texas to Mass.  Now when there are some serious questions about the legality of it, he's denying responsibility.  Suddenly,  "it wasn't my idea" & he's making a lot of excuses.

   My question is, by what legal authority did DeSatan have the right to expend Florida State funds to transport people residing in Texas to Mass.?  Normally spending money for any purpose needs a specific appropriation law authorizing the expenditure. My guess is, that he didn't & doesn't have the legal authority to spend money in that way.  This opens him up to the charge of misappropriation & and abuse of power.
