After the Iowa Legislature failed to pass anti-bullying legislation this year, Gov. Terry Branstad on Monday issued an executive order creating the Governor's Office for Bullying Prevention at the University of Northern Iowa. The office's mission will be to empower schools to provide "each and every student with a safe and respectful learning environment," the order said. Despite the governor's efforts for the last three years, anti-bullying legislation has stalled in the Legislature. Last session, the Senate passed a bill that later died in the House amid concerns from Republicans that parents may not always be notified of problems. - Des Moines Register
