The fairest way would be based on the states' individual net contribution to it since, say 1933.


That would leave the New Confederate States of America and Republic of Texas holding most of it.


Each new entity could then decide whether they want to default of pay, I guess.


IA is about a wash, I think, as high farm payments are balanced out by lack of military bases and defense industries.


MN has been a big net contributor.
