The leader of the anti-abortion group Operation Rescue and three of the group's members surrendered in Manhattan yesterday on charges of violating a Federal court order prohibiting the group from handing Gov. Bill Clinton a fetus and disrupting the Democratic National Convention.

In Federal District Court, Judge Robert J. Ward said he would consider criminal charges against Randall Terry, who heads Operation Rescue, and civil contempt charges against the other three men. All four men were released yesterday after Mr. Terry secured a $25,000 bond with $250 cash.

Judge Ward had issued the court order prohibiting the group from approaching Governor Clinton with a fetus earlier this month, at the request of the New York State Attorney General, Robert Abrams.

But on Tuesday, several members of Operation Rescue thrust what they said was an aborted fetus at Governor Clinton. They were arrested and charged with violating a New York State health law. Arrests Ordered

Hours later, Judge Ward ordered Mr. Terry and five members of his organization arrested in the violation of his order. Mr. Terry and three members surrendered yesterday morning at Federal District Court in Foley Square. Though the court will continue to weigh the charges, groups on both sides of the abortion issue claimed victory.
