This reads more like something you would find in the Onion.

I know what Millie looks like - he is no looker or great “catch” from what I’ve seen.   The person is being selected because of their “knowledge”.   

The leaving Bass Tard’s Administration didn’t care about somebody’s credentials - all he cared about, is were they a buddy, did they look fairly nice, and would they kick his boots.   And, the Bass Tard’s Administration showed how poor most of his people were at their jobs.
