I finally found a site that said there were possible reasons. The 2nd reason was that the wires were not connected properly so they wouldn’t go off. This leads me to think that maybe all he really wanted to do was to put some fear into Dems and fire up the trump jock straps which he did with most saying the dastardly Dems were throwing a false flag. But unless he decides to tell why, we will never really ever know.
