Putin or Musk?
I'll go with Elmo where I don't see any logic whatsoever.
For Putin, as part of a larger bid to install and control a Russia centric fossil fuel global economy (mass climate chaos be damned) and global fascism, it makes some sense.
Russia is nearly unique as a nation that would probably directly benefit from global warming. Very little population along coasts and would actually open up or enhance many millions of hectares of agricultural land.
Although it is very, very hard- well impossible- to predict all of the fallout from global climate chaos. Even for Russia.
