It isn't 'odd' when you consider that not everyone is tested, not even everyone with potential symptoms. People who are tested are those suspected of having the virus or have definitely been exposed to the virus, plus those who have symptoms that actually went to a hospital, and those who are being tested or re-tested before leaving a quarantine. That leaves a number of people walking around, in the office, riding the buses and planes, who might be infected and carrying the virus, but who are either not showing symptoms, haven't been to a doctor or hospital, or otherwise simply have not been tested, or haven't been re-tested because they didn't show positive the first time they were tested.
People aren't just randomly catching this virus, they have been exposed to it somewhere, even if they don't know where.
