Can someone explain how it is different? Unless there is a penalty for disclosing that information, how can the information be kept private?

 

And don't I have the right to keep "my" contract for employment with a company private?

Yes, that is correct.  The problem is that in companies without union protection the pay rate is NOT laways the same for equal work, education and experience.
