Which occupy about .1% of the watershed's land area vs. agriculture. That's something to be addressed but it is a disingenuous argument (coin of the realm) in the larger question.
Urban lawns are probably a bigger problem. Local SWCD did a nice program for homeowners a while back- pretty obvious that no one had a clue how to calibrate a spreader or didn't think that more must be better. Or simple things like sweeping the granules off the pavement and running them back through. Like farmers, most want to do simple conscientious things, some don't give a #$%^.

Assuming that application levels are appropriate and the soil has a decent CEC, turf holds nutrient pretty well.
