Yeah, but wouldn't it be a Death Panel if anybody told them they couldn't?

if da guvmint owned the machine and charged 90% less but you had to wait a week if it was deemed not to belife threatening, that would be soooo Canadian. Or worse!

Not if I am the one on the panel. Then it will be called smart savings and justice. Can't let that old guy have a hip when my nephew needs a knee surgery. Bump the old guy from the line, give him a pill, send him home, and set up a meeting with the euthanizer.

A study published today in the New England Journal of Medicine suggests that profits urologists make from referring patients to their own radiation facilities play an outsized role in the treatment decisions. One third of men whose doctors own radiation equipment get the therapy at a cost of about $35,000 per treatment course. The same doctors prescribed the therapy for just 13 percent of their patients before they had their own equipment and could profit directly

and the thing is

Most all of the over diagnoses in this case is directed at medicare.  People with a monetary stake in the game are much more decerning.
