The early wealthy progressives, Carnegie, Roosevelts, etc. felt that the average person was just fodder for their mills. They imagined a country were a (privately of course) liberally educated elite ran things, While the plebs received a lessor education required for menial labor. These two and most of government are a product of that beginning.
