Libraries and ebooks

If a library can buy a book and the loan it out to an unlimited number of people why can't they purchase an ebook and loan that out the same way?


For that matter why can't you or I purchase an ebook and after we are done reading it pass it on to somebody else?  What is the difference between passing on a book on paper and one on a Kindle?


What is the real difference?  Even if it still exists on your Kindle it's doubtful you'll ever read it again and in truth don't we all keep parts of books in our memories?
