The liberals / Democrats have set up. Nobody will ever be able to solve the problems of black America because nobody outside of the black community is allowed to point out the problems without being called racist. And nobody in the black community is allowed to gain any power if they point out any endemic problems. Those who point out problems will be called Oreo's or Uncle Toms. There is now a myth that there is a black culture that needs to be preserved, a culture based evidently on not being educated by anything European or white.
Somehow blacks entering America from other countries seem unaffected by the racism that is claimed by native American blacks. And it's odd that so many cities are run by black mayors, black councilmen/women, black police officers, black judges and even black legislatures. Last time I looked at our past I even found a black (self proclaimed) president and one of the most admired women in the world is black.
