Congress passes legislation. Bureaucrats interpret the legislation the way they see it regardless of the obvious intent of Congress at times. If congressmen have to live by term limits at some point, the bureaucrats should have term limits also. Term limits sound great but they aren't very practical if you know who really runs things in Washington.

You're right, because those bureaucrats were there when politicians came to town and will be there after they're gone. Actually, the term limits would just speed up the revolving door process and increase the number of "former" politicians in the employ of the numerous special interest groups. The system would be like it is now, but on steroids.
