Sort of. The largest line item in the Federal budget for decades after the revolution was the various pensions for Revoltionary War veterans. As there was little in the way of official records, eligibility was often determined by affadavits that were deemed credible.


An interesting bit of history. An illiterate (presumably, by the "X" signature) indentured servant youth pressed into various short term services.
