The Democrats already have such lopsided over spending for especially the Braley campaign that throwing $2M more wouldnt do any good. I'm afraid the Democrat's crookedness is already turning off voters......those with brains anyway. Tom Harkin is an opportunist and political animal, this move is getting the Dems the best bang for their buck, trust me.
