Clearing all the dead wood from all the forests would certainly end unemployment

It's usually accomplished by controlled burns. The drought is the problem. Most of our forests are managed fairly well, but they are managed for timber cutting, with conservation targeted at preserving trees for future cutting. Recreation is only part of it because it's in the law authorizing National Forests.

As you probably know know when you start interspercing suburbia within those forest controlled burns become much more challenging. And of course arson doesnt help.
