I didn't say Obama personally ordered that, and I don't belive that is the sort of thing that the President personally oversees, but I belive someone in the administration did.

I don't believe I said that you did BUT millions of other people, some in very high profile positions, did say Obama ordered it! Since it has happened 17-18 times since the early 80s, I would imagine that each agency has tucked away in a file somewhere, contingency plans for a govt shutdown which tells them exactly what they are to do in that situation.
