Yellen's wishes would be immaterial even in a 50/50 Senate.

But The Sky is Falling.

A revenue neutral carbon tax would be a very good idea. And it could be used to shoehorn a higher ethanol mandate, since ethanol has a lower carbon footprint. You're going to need higher blend rates as liquid fuel consumption falls.

But for people who get worked up over low phosphate dishwasher detergent and low flow toilets, the Sky is Always Falling.

Just mandate 15 b/g/y of ethanol and let the blenders figure it out.

10-15 years out the car fleet will be able to handle it if it is 30-40% of the total.
