Rich folks would pay their agents in Congress to abolish the income tax and replace it with a consumption tax.
Even though the whiplash shift of burden would be catastrophic to consumption and the economy at large (but we must seek social justice for the wealthy!) ultimately harming the wealthy as much as anyone.
One of the very dangerous outcomes of the Dennison years was that the economy did ok for 3 years (but not great, all told) with corrupt idiots running things. Which might lead people to believe there are no consequences to idiocy.
