However, if you work in a govt agency, that has a non-disclosure statement that you sign which says that under penalty of law, you cannot tell what you are working on, you cannot tell that to outsiders! There are ways in the system to vent your objections to things about your job without fleeing to countires who are considered less than allies and telling them and the rest of the world our secrets!
