The dictatorship has decided to target agriculture in an effort to curtail the food supply. There's even an Equity Commission that no doubt will over time expand its powers to decide who will be allowed to get loans, acquire property, even sell commodities. All this will be poo pooed but like every bureaucracy will continue to expand unchecked and make rules and regulations that decrease productivity and create special classes of farmers.
$125M for technical assistance for “underserved farmers, ranchers, or forest owners, including veterans, limited resource producers, beginning farmers and ranchers, and farmers, ranchers, and forest landowners living in high poverty areas”
$250M for grants to “improve land access for underserved farmers, ranchers, and forest owners…”
$10M for the “Equity Commission” (government bureaucrats)
$250M for research, education money for certain institutions (1890 and 1994 Institutions – I don’t know what these are, and institutions serving Hispanic and Native American groups)
$2.2B for farmers who were discriminated against before Jan 1, 2021. That date is important because it voids the recent discrimination they just did.
