Then why don't the make the straw out of biodegradeable plastic? seems like that would be easier

Simple, the purpose of the plastic wrap is to keep the clean & sanitary until it's used. Its water resistance isn't a requirement whereas the straw is in contact with a water-based beverage. The straw's water resistance is a requirement.

..very early "plastics", it is made from cellulose, aka wood fiber, hemp, cotton,etc. It is biodegradable and moisture resistant but not moisture-proof.
