I'll go ahead and commit to the folly of responding to something that has been selected for the purpose of confirmation bias.
The fact that regulatory capture is nearly complete in regards to what regulation remains doesn't prove your case.
Let's suppose that it is made illegal (or no longer illegal to shoot at people assuming you don't hit them. Then the authotities fail to prosecute when there is an unfortunate accident.

There is a perfect opportunity to fix it. Spitzer. He's aready been run through the mud so has antibodies on that, so they'd have to kill him, which would be hard to do with people watching.
Get a start on it for a couple of years and then ramp it up under the Warren Administraton.
Or.........keep on keeping on and run the conveyer fast enough to maketthe cream float.

The failure ot regulate is endemic in our culture...in every part of it. Unless you are a poor person with 2 maijauna seeds under the floor mat of your old car or a hobby level farmer wo keeps back some soybean seed for next year or someone like that
Call your twp., county or state environment officials some time and report a blatant infraction by one of your neighboring BTOs and see how the gears can get jammed.

Closest to bribery for lower level regulators is simply being able to keep your job. The greased palm scene is higher up the chain but, yes, most surely exsts.
