Well, I suppose under the aspect that it is free speech, I suppose it is not against the law to do it but the code of ethical handling of our national symbol makes it not the thing to do unless the flag is damaged beyond repair and then the proper way to dispose of it is to burn it. I still doubt that he ever said it was "OK". He may have said that it wasn't illegal, which it isn't. I don't think the code of ethics for handling the flag is lawfully enforceable but I could be wrong on that.
I believe you are probably referring to this:

Now if you can equate that with approving the burning of the flag, then you, like millikin have some very long, stretchable arms to get around that premise. Like I said before, you have the right to spit in Mike Tison's face under the freedom of speech but it would be very unwise for you to do so.
