What if it's the "feds" that do it?  

It isn't a stretch of the imagination.  Terrorist group, public property, restricting access, making demands, hostages, saying they are no longer part of the US.  Surround with National Guard or military, cut off communications, cut off supplies, turn off utilities, and wait.  Only complication is the hostages.

There is no law or order. Only terrorism. If the police are put out of business, then patriots are at liberty to exert whatever justice they need, without worry of consequences.

US Federal law only applies to territory of the USA.  They have declared themselves no longer part of the USA.
