In the past overseas there were drone operations where the cia owned the drones but the af piloted the missions. I can't tell you that customs doesn't have their own pilots but I doubt it.
Who's cows were they and why wouldn't they give them back? If they were my cows and I had been threatened before I would want the law to get them back home. If the government is flying around just because they have guns is inexcusable. May be the law set the cows loose just to have an excuse? I don't know.
