Dicamba Training Again In 2019

I was told by Dr. Bob Hartzler, ISU Extension Weed guy, that one has to take dicamba training again in 2019 even if one took it in 2018.  

As you know, EPA has tightened up the label.

What  does  training  have  to  do  with  actual  drift  -  preaching  to  the  choir -  reselling  an  Edsel  - maybe  ?

I thought the EPA made the regs on dicamba.  What is the USDA connection?

Who is ultimately responsible for damages?  The producer can use a different method or product.  No one holds a gun to the producers head and forces him/her to use dicamba.

Should the victim be responsible?  

Should the company be responsible for inappropriate use?
