Applying For Trade Retaliation Mitigation Payments
Here is the FSA page that shows if you are eligible and what you have to do to apply for trade mitigation payments.
https://www.farmers.gov/manage/trm
Eligibility
"Only producers of corn, cotton, sorghum, soybeans, wheat, dairy, or hogs are eligible for the Market Facilitation Program at this time.
Producers also must meet the following criteria:
- Have an ownership interest in the commodity and be actively engaged in farming
- Have an average adjusted gross income or AGI for tax years 2014, 2015, and 2016 of less than $900,000 per year
- Comply with the provisions of the “Highly Erodible Land and Wetland Conservation” regulations, often called the conservation compliance provisions
Download the Market Facilitation Program fact sheet (PDF, 50.8 KB)for more information."
Application:
Prepare for your visit to the service center
Producers who have not participated in a USDA program should contact their local USDA service center to establish farm records. To establish a farm tract number, be sure to bring the following items:
Proof of identity such as driver’s license or Social Security number/card
Copy of recorded deed, survey plat, rental, or lease agreement of the land (You do not have to own property to participate in USDA programs.)
Articles of incorporation, estate, or trust documents for entities
For the Market Facilitation Program specifically, we also recommend that you bring:
Verifiable and reliable production records by crop, type, practice, intended use, and acres if not already on file
During your visit, you may need to complete or update the following forms for your farm records:
- CCC-941 – Reports your average adjusted gross income for programs where income restrictions apply
(Note: This form does not apply to the 2017 Wildfires and Hurricanes Indemnity Program.) - AD-1026 – Ensures a conservation plan is in place before lands with highly erodible soils are farmed, identified wetland areas are protected, and conservation compliance provisions are met
- CCC-901 – Identifies members of a farm or ranch that is a legal entity
You may also need to complete:
- FSA-578 – Identifies crops, intended and actual uses of the crop, and if the crops are irrigated/non-irrigated (required for MFP crop applications)
- SF-1199A – Direct Deposit identifies the financial institution you wish to use to receive your MFP payment.
I'd like to say I'm not eligible because I make too much money, but sadly that is not the case. 😞
However, I will probably not apply as I don't care to execute the AD-1026. I do all the practices but I don't figure I need the government to come out and check them. My loss, I guess. That's alright.

Re: Applying For Trade Retaliation Mitigation Payments
I`ve heard they`re going to go on actual 2018 production which is bull crap, it opens the door to all kinds of cheating. Why not go "county average yield X the number of bean acres you certify this year? A lot less monkey business and less chance of a bin of 2017 beans magically becoming "2018 beans" and bin measuring and yada yada. And forget the penny on corn, the government needs that worse than we do....shoot a penny isn`t even worth cheating for 🙂

Re: Applying For Trade Retaliation Mitigation Payments
SW - is this comparable to the K D A - Livestock Water Supply Financial Assistance Initiative, deal I was reviewing in the farms news article ?
I was under the impression the state was having economic contentions - maybe not ?
Article stated up to $6000.oo was available due to drought symptoms ?
Wondering what the word UNJUSTIFIED covers ?

It all started when he hit me back! Typical childhood antics.
