I truly believe that people who are willing to engage in a concerted effort to change lifestyle in order to remain healty, or recoever health after a failure, ought to get a break of some sort.  It comes in bits and pieces from the private sector, in reduced insurance premiums and such now, but it is too diffuse and indirect to make an association for most people. 

i agree in principle with the New York approach that is currently garnering some press:  Do NOT allow food stamp monry to be spent on soft drinks.  They are not "food,"  and no one needs them to live...well, maybe my Coke Zero on a hot afternooin, but I pay for it myself.
