Addititives not seeming to cut it on gelling

Usually I add Howes and or Power Service to #2 and the skidloader is winterized.  But I don`t know, even though it`s been mild I had some gelling issues and it`s not just me, one guy was using 911 power service and his skid still was gelled and it`s not uncommon to see trucks on the road creeping or sitting with their hood up.   I think "they" are watering down our diesel, one guy said the water is inbetween the diesel and gas in the pipeline, so some might occassionally get a slug of water.  I`d use diesel as a buffer in the pipeline, but maybe they do and the water is just talk.

But anyway i`ve changed the filters in the skid and use the same winterized diesel as in the trucks and so far so good, but it has been mild.

I gave up on additives a while ago. Have two service tanks. Late fall I fill one with half #2 dyed and half #1 dyed. The other I fill with half #1 clear and half #2 clear for over the road trucks. Put a new water absorbtion filter on each at the start of the season. Haven't had any troubles since. But then I live 18 miles from Canadian border in the great white tundra. Maybe overkill for you. Wintermaster was just to hit or miss for me also. Oil rigs in area seem to do the same. Some run straight #1 with additives for pump lubrication.

I had issues with Howe's and power service both. Have been using Lucas extreme cold weather for several years now with no issues.
Fwiw, blue tractors seem to freeze easier than anything else. They will sit and idle at the silage pit all day, but gel up when you get half a mile out in the field!

Water separates out of gas and diesel pretty quickly, I'd think.  It would go to the bottom of the tank when allowed to settle.  That's why it would be better to have water be a slug than some other petroleum product that might not separate I doubt if the slug is causing the problem.
