The court said the RFS is worded in such a way that any exemption granted to a small refinery after 2010 must take the form of an "extension".
This would seem to suggest that some, maybe many of the exemptions granted since 2010 may be in violation of the RFS.
This ruling, if it sticks has to potential to de-rail, most, if not all of trump's illegal exemptions and maybe make that 15.8 billion gallons the target.
