EPA was undermining the Trump ethanol agreement even before it was announced?

It looks like the EPA was all set to undermine the Trump ethanol agreement even before it was announced. I guess that's what happens when you stuff the EPA with petroleum industry lobbyists.
But the article does offer an idea, the trump ethanol agreement will be out for public comment following the public hearing Oct. 30, https://www.epa.gov/renewable-fuel-standard-program/proposed-volumes-2020-and-biomass-based-diesel-v... Public comments are a matter of record and might be a way of reminding both the EPA and trump that we're watching them and that we expect them to honor the agreement. Filling up the public comment record with comments from thousands of farmers might just break thru the firewall the petroleum industry has built around the EPA.
Remember, there are still a lot of unanswered questions about the agreement.

Kind of embarassing for usda to need a bankruptcy court to figure it out..........
Moral might be -- don't file bankruptcy....... or even the meaning of words might suddenly change.
