BTW, the purpose of the February projection is to provide input the the federal budget preparation process.  Every government agency prepares budget preparation guidelelines, not just USDA.  In theh DOD, it's the Planning and Programming part of the Planning, Programming, Budgeting and Execution (PPBE) process which is done every year with a major overhaul every 5 years.

Question is ------- Why bother if we never intend to live by a budget -----------

So therefore roarintiger I think the real answer to your question of "why" is --------- To  legitimize the budget process.  

Maybe it is important to make congress feel good while we function without and around them.

my take on rt's point is they serve "self" - egocentic buerocracy(sp?), if you will, not the market or their participants.
