My understanding is that most analysts are betting against the official story line on domestic production in Egypt. I believe they are trying to buy time to get finances straightened out with the IMF and others. I know of no reason the official line makes sense as compared to previous years. If the food situation deteriorates Egypt could/would rapidly spin out of control withe more people in the streets.
