Maybe, retro-fitting , and updating , the coal fired generators would be common sensical , even with a few million$ of budget$ handwringing - - -

Wikipedia: Modern gasoline engines have a maximum thermal efficiency of more than 50%,[1] but road legal cars are only about 20% to 35% when used to power a car.
For example, our Volt consistently gets 45 mpg running entirely on gasoline because of its regeneration feature. Using the regeneration feature, the energy used to climb hills and accelerate the vehicle is recovered & stored in the battery even when using the gasoline engine.
A gallon of gasoline is 120,000 BTUs. That same car running entirely on electricity uses 10. 9 kwh to go 45 mi. A kwh is 3412 BTUs. 3412 x 10.9 is 34,449 BTUs. 34,449/120,000 is 28%.
I stand by my 25% claim.
