Which market service printed this statement in September.

Nov beans spike early, hanging onto minor gains as the market was already trading this scenario; increased corn yields/carryout surprise trade a bit with double-digit losses warranted. Wheat along for the ride with corn.

It was on the end of the Sept usda S&D report along with three more paragraphs of market "direction" statements.  Presented as though it was part of the report but actually added by  a brokerage company before being passed on to grain merchandisers.

Took me a while to confirm that it did not come from usda.

wow, that seems a bit dicey --- a broker doing biz with the gov in that manner...or broker secretly piggybacking w/out USDA approve?

Hard to tell if they were trying to make their marketing advise seem like it was from usda or use usda data to make their marketing advise look better.  But either way they were telling the reader how the market was reacting to the report before the market had read the report.
