In general, you start at the top and work your way down. Saves having to touch up if you drip while doing a higher surface.
I always do floors last, if any above-floor surfaces are being done. Exception would be if I was doing a total floor changeout that stirred up dirt, or if flooring re-do was a sanding, and thus a real dust generator.
For what you describe, I think I'd strip the room of wall decor and curtains, and tape down my heavy paper or plastic, to protect the carpet. Furniture can be pushed towards the center, and drop-clothed, if it's too heavy or inconvenient to move out. This is when I stick all dishwasher-safe chotzkies and candlesticks and oil lamp globes in the top rack, to get them all sparkly, too.
Wash all the walls and woodwork. Paint, then wash windows when you pull the protective trim edging tape most people use on them. (My crowd can cut in trim paint without tape, which stymies me! I have to tape....)
After you've got the room clean and painted, then shampoo where the furniture sits, and push it back, with feet wrapped in foil, so you can do traffic areas. Once dry, after a day or so, remove the foil from the furniture feet.
I'd hang the wall decor and curtains last, just in case of a stray spray from the carpet cleaner. It's been known to happen here.
If any furniture is in the way of your stepladder on putting up rods and picutres or wall accessories, leave those pieces setting out until you get the windows and wall hangings done.
Allow yourself two days more than you think it ought to take, so you will not be disappointed when it takes a day longer than you expected. Tell everyone else to expect it to take four days longer, so they won't nag you about when it's gonna be done. That way, they will think you are a genius when you get it done three days ahead of time.
I had three men put their heads together on Friday, and totally change a workflow I had planned for the rest of this month. As long as they are out of my house and out of my hair by August 1, I do not care.
